| What is the process for acquiring the property required for the project? |
 | There is a very precisely defined process which ODOT must follow in
acquiring property. The process is designed to insure that property owners
are treated fairly. Property is appraised based upon fair market value,
damages to the property, and other factors. There is also a provision to pay
for any necessary relocations, and to be certain that comparable property is
